Suspect accused of pepper-spraying officer, shooting bystander after theft in NE DC

Suspect stole items from Target store then pepper-sprayed a special police officer, took the officer's gun and fired one round hitting a bystander. The officer regained control of the weapon before the suspect fled on a scooter. Both the bystander and officer were taken to hospital.
